You absolutely can install it directly without management - but it kind of =
takes away a lot of the value without the monitoring. I would agree that co=
mpared to other solutions, MS's total managed solution is much more (somewh=
at unnecessarily) complex if you are not already running SCCM. It works wel=
l once you get SCCM and the management packs up and running - but starting =
from no SCCM compared to other solutions it took us a *lot* more learning c=
urve time to get FEP up and fully managed. The end results are good though.=
 YMMV

Is this "absolutely true" or just a preferred deployment scheme?

I ask because I recall  hearing the same things about Forefront (the
current/old one) until some "standalone installers" surfaced.  The only
dependencies after that point are the periodic updates (hooked through
windowsupdate/microsoftupdate).
