We use all four pairs in 4-pair UTP cable just fine. Whoever has told 
you this is mistaken, or has some special circumstance. Each room in our 
house has two 4-pair lines into it. We use 4 pairs in one line to 
provide 4 telephone lines, and the 4 pairs in the other line to provide 
two ethernet drops in each room. No problems at all.
