It depends on where the wire is run.  If the wire is in ventilation
ducts or between walls, you need plenum jackets, or conduit.  You
*always* need conduit for high-voltage applications.  If you really
are running risers, then PVC may be adequate, depending on the layout
of the building and phone closets.
