Here at Lycoming, I researched and finally purchased a tester to replace/backup our existing microscan pentascanner. We purchased the Fluke Networks Nettool. It is an excellent device. I have had no toubles with it and it seems to be able to do more than the rest out there on the market. It does all that you explained below plus. One nice side of it is that it does network discovery. If you have problems with a device not seeing other devices, you can check to see if its the device or your segment. The price is a little higher, the inline version is $1400 (when we bought) about a year ago, i think price has gone down, but i wouldnt give this unit up for anything short of a porsche!

I have been searching for a low cost, reliable, easy to use connection
tester for a couple of years now and have tried several different testers
with poor results on the reliability scale. My ResNet network is in need
of a reliable tester because we have about 200-300 bad ports each year
(poor DSL implementation).
We've run across a new tester that looks like it might work and be low cost
($349). I'm wondering if anyone out there has had any experience with the
Pinger Network IP Tester from Psiber? They claim that it's a device that
get's an IP address from a DHCP server, pings, checks send and receive data
integrity, measures round trip time, and warns about reversed
polarity. This sounds like what we are currently doing with laptops.
