We check the claim (sometimes they are false) and have the studentbody
warn the student about the claim.

It depends on local law previous cases. In The Netherlands the ISP can
be held liable if it can be proven he has knowledge of the violation.
But if he disconnects the user and the claim proves false he is liable
for breach of contract.
