Colleagues,
Penn is facing two issues that may turn out to be related:
* About 25% of the students in Ethernet-wired residences who
connect their computers to the campus network use modems
instead of Ethernet (for which there is no additional
charge, beyond the cost of the card or adapter)
* The modem pool is swamped. We currently have 300 lines
in the pool, with support for vt100, PPP, and SLIP at up
to 14,400 bps. All access is unrestricted and free.
We are considering two policy changes:
* Blocking access to the modem pool from wired residences
* Charging for modem use, with options such as:
- Keeping current pool free; charging for new 28,800 svc
- Charging beyond a quota of hours/month
- Charging for classes of users, potentially those in
wired residences.
We would be interested to know:
1) What proportion of your students live in wired rooms
2) What charge applies, if any, to activate/use Ethernet port
3) What proportion of your Ethernet ports are in use
4) What proportion of your "wired" students use modems instead
5) How large your modem pool is, compared to enrollment
6) Whether you charge for and/or restrict access to modems
7) Whether you think your policy is working, or are reviewing
alternative approaches.
