The University of Dayton began requiring a desktop or a notebook computer
in 1999. Around 2004 or 2005 (I forget the year now) it was modified to a
notebook requirement.

You can read a little about the current requirements at
https://udayton.edu/udit/computing_printing/student_computer_program.php
