we used our CMS for several "paperwork" type things. For example, I put our
IT student policies in as a "course"  We emailed all of the incoming
students the link prior to their arriving on campus.  At the end of the
very short course with basically just policies, they would have a quiz,
which was basically 3 yes/no questions that the read and understood, etc.
By completing the quiz, an entry was made in the gradebook and at the end
of the deadline, which was the first week of classes, all those who had not
taken the quiz were emailed from the course (a reminder email was also sent
a week before deadline) that their accounts would be locked unless they did
it by 5pm, then we locked accounts the next day and made those locked come
into the IT office secretary to be unlocked.  Once everyone finished the
quiz, the course was closed, but the link to the policies is always
available from the main page for reference.  It worked well with no
paperwork :)
