Why are you setting channels & power levels manually? (I assume you are using controller-based APs & not the older "fat" APs). If you are setting things statically, standalone APs would be less expensive than thin, controller-based APs.
On our Aruba system, we find that the controller intelligence works well adjusting to the changing RF environment if the software is properly configured.

We moved to a every-other-room deployment, and manually assigned channel and power levels. Used existing network jacks and either fished up the wall or used Panduit as needed.
Everything has been very smooth. Complaints from the dorms have virtually disappeared.
