Telephone service to students

We are now in an RFP process with three telephone vendors--AT&T, Rolm and 
Northern Telecommunications--for a new phone switch and extension of 
phones to dormitories. We have asked in our RFP for vendors to provide a 
system that enables us to assign a permanent phone number to every 
student and faculty member (here permanent means that they will retain 
that same number so long as they are associated with the college, just as 
they retain their username on the computer). Two of the three vendors 
have met that challenge (ROLM and AT&T) and we understand that Northern 
Telecommunications will be able to support that service in the next 
release of their software. We also asked that students be able to 
associate their number with a phone so if they move during the semester, 
they will be able to reassociate their number with a different phone. One 
vendor has met that challenge the other two expressed scepticism that it 
could be done by any vendor in a secure manner.

I am interested in knowing if any of you have implemented such a 
permanent phone number for a user that is independent of a phone 
instrument and if any of you have thought about or implemented 
self-administering schemes that would allow users to move their number to 
different phones.

I would also be interested in those of you that are using any of the 
three vendors for your phone services.
