We are interested in others response to this since we are extending cable
TV to dorms. Presently the company sells basic service to dorms and
fraternities at a flat rate--billing the individual fraternity or the
college. In both cases the cost is divided by the number of people in the
fraternity or dorm and the cost is shared. It is somewhat less than the
residential rate.
With our rewiring proposal that we are now considering, we have asked the
cable company to provide a head-end so that we can add channels to the
cable for local programming. This was a new concept for them and while
they are interested they would like to know if there are other schools
who have collaborated with cable companies in a similar manner.
My responses to individual questions are below.

Sammonis of Indiana is providing that service to both dorms and fraternities.

They paid for all of the wiring in the existing system.

Students get basic service at a discounted rate and it becomes part of
their house bill. Everyone pays for the basic service even if they don't
have a TV.

No and they seem uncomfortable about doing that now.
