We moved from PaperCut over to PCounter and it's been very smooth. Very easy connection to AD/LDAP (which was easy on PaperCut as well) and very easy management.
Printer pooling is true round-robin (as opposed to Windows' which isn't) - the only problem with it is that any print jobs that point to the pool get accounted to the printer that printed it rather than the queue that sent it. Does that make sense?
We don't quota or charge (me? Really? LOL) but rather I use it to monitor abuses and usage. It's very easy to pick out the couple of students printing copies or whatever that's against policy and to quota only those. Reports are also very good and easy to run.
We're in the process of standing up the web component, called EveryonePrint, and that's been very smooth as well.
