At Columbia we certainly have such a policy -- our
facilities are to be used for academic (whatever that means
:-) purposes only, no commercial uses allowed except with
explicit permission. Of course, the fact that the policy
exists doesn't mean that people don't sometimes violate it.
But we have a set of regular procedures for warnings and
eventual loss of privileges for 'repeat offenders.' For the
most part it seems to work./jill
