The ultimate goal of government for the Internet -- total control

Keep in mind that the ultimate goal, always unspoken, is the ability to
identify and track every user of the Internet for every activity they
take on the Net at any site, much as in China. The key to starting down
this road is age verification, which ultimately forces every user to be
identified irrespective of their age. The full project of
"Chinafication" of the Internet in the U.S. will take time, but Big Tech
will happily play along to protect their bottom lines.
