Proposal to make cell phone carriers trusted identity intermediaries

This "PowerPoint" presentation by Google's Eric Sachs proposes enlisting
cell phone carriers to act as trusted identity intermediaries for NSTIC
(or similar systems, I assume), to link login data to "real world
identities.

Without right now getting into the specific additional issues that
this model implies, I will note that all of my previous NSTIC concerns
apply to this particular paradigm as well:
