           Who, and a Constellation of Confusion" (White Paper)

 [ I was surprised by the number of persons requesting that I make
   available a standard HTML Web-page version of this paper, rather
   than only PDF.  Point taken, though this may not always be practical
   for documents with more complex formatting. ]
