A lot of the details have been taken out (including implementation stuff for
spaces and the quota and fee amounts).
The formatting has been cleaned up, but further improvements will be made
before it's official.
Thanks to everyone who has responded with feedback so far. Please take
another look to see if your concerns have been resolved.
