I'd prefer a time frame longer than 10 days, and I'd prefer to
explicitly mention "while classes are in session", or some such.
I think it is reasonable for a treasurer to get hosed for a week and not
have a chance to deal, and I'd prefer not to have basically-acceptable
treasurers breaking the requirements with fair frequency.
Also, if you're mostly trying to avoid the guessing game, requiring the
treasurer notify reimbursees when something goes up to SAFO might be
more useful...
(If part of the motivation for this is the new webapp, I'd also be
tempted to wait until it has been around for a while before making
assumptions about the workflow it makes possible...)
