The intent was to allow non-committee (eg, Senate) money to be 
reallocated as well, though that may not have been reflected very well...

"may reallocate funds from a committee" should probably become / have 
been "may reallocate funds from one part of the UA budget"
and "That such reallocations must be approved by the committee chair 
losing said funds; and" should probably be "That such reallocations must 
be approved by the committee chair or other officer in charge of the 
budget area losing said funds; and"

If Paul doesn't object, I can make that change now, or I can wait until 
Monday and officially propose an amendment.
