rp3 and usernet installed in outland for linux

rp3 and usernet are graphical network load monitors (kind of
like xload, but for network use instead of CPU use.) The
two programs are basically identical except rp3 queries you
at start for what interface you want to monitor, while
usernet simply monitors them all.
They are installed for the i386_linux24 and i386_rh9
platforms only. The programs are part of the RedHat 7.3
redhat-config-network RPM package. They are programs appear
to originally be designed to monitor a PPP modem connection,
but they work for ethernet just fine.
