xfig 3.2.2 and transfig 3.2.1 installed in sipb

I've finally gotten around to upgrading the xfig installation in the
sipb locker to version 3.2.2, and the transfig installtion to 3.2.1,
for Linux, Solaris, IRIX, and NetBSD.

For those unfamiliar with it, Xfig is a menu-driven tool that allows
the user to draw and manipulate objects interactively in an X window.
The resulting pictures can be saved, printed on postscript printers or
converted by transfig to a variety of other formats (e.g. to allow
inclusion in LaTeX documents).

The changes between the previous installation (3.1.x) and the current
one (3.2.x) are too numerous to list here.
