infoagents: netscape-3.0 to be default

Starting tonight at about 11:30, anyone who starts netscape from dash or
with "add infoagents" will get version 3.0. This will have several
consequences:
1. Users will be asked to accept license terms for Netscape 2.02.
2. Users will get *one* zephyr message notifying them of the update
and telling how to run the previous version.
3. There are a few minor changes to the user interface.
4. Some hyperlinks may break if they contain something like §.

The old version is still available:
add infoagents
netscape-2.02 &
Versions 2.0 and 2.01 have been removed to make room for the new
version.
