That was actually an announcement of quota changes in the athena cell,
done by Athena Server Operations. It doesn't apply to accounts with
space in the SIPB cell...

The normal approach here is to incorporate new mail to a temporary
directory on the machine you're reading mail on. There are some OLC
stock answers on this topic if you run "olc answers" and select:
12* MAIL Answers
14 How to inc with a TEMPORARY directory
15 How to inc mail when over QUOTA

Regardless, there's no particularly large burden with increasing your
quota, though it's not guaranteed to track future increases in the
standard quota in the athena cell.
So...done -- increased to 20mb.
