admin does not have two repsites on the same server. Note that:
number of sites -> 3
server REYNELDA.MIT.EDU partition /vicepf RW Site
server REYNELDA.MIT.EDU partition /vicepd RO Site
server REYNELDA.MIT.EDU partition /vicepf RO Site
I suspect that's the relevent condition, but haven't tried
replicating it in the zone cell or any such thing...
