vldb weirdness

I noticed something odd yesterday in the sipb cell:
spatula-city.mit.edu:29521.null% vos listvldb sipb.rsaix -c sipb | grep -i reyne
lda | grep vicepd
server REYNELDA.MIT.EDU partition /vicepd RO Site
spatula-city.mit.edu:29521.null% vos listvldb -server reynelda -partition d -c s
ipb | grep rsaix
spatula-city.mit.edu:29521.null%
It was later suggested on zephyr that vos listvldb -part only lists
readwrites on a particular partition, not readonlies w/ a repsite
there. That's not the case though. Ops has long used listvldb when a
disk fails and has found repsites that need to be moved from the disk.
Try ronald-ann.g for an example with the admin volume.
Anyway, could this be some kind of database inconsistency? This is
the only volume in the cell that behaves this way.
