HOW_TO_USE reads (emphasis mine):
1) Decide that the person really does need a SIPB guest account. This
is athena; if he only wants to log in once to read mail, log him in as
sipb0 (NOT sipbtest). THERE AREN'T ANY REAL HARD-AND-FAST RULES ABOUT USE
OF SIPB GUEST ACCOUNTS, SO JUST USE YOUR BEST JUDGEMENT.
To my mind, this does not jive with your last two sentences.
I think that people should certainly feel free to do work in sipbN
accounts, just like any other sort of account.
In zephyr you made some references to policy motions in meetings;
I couldn't find any of these in the past few years of minutes.
