Another problem was that all of the SunOS server machines started zhm
after starting syslogd. Now, they all start zhm before they start
syslogd.
I didn't build a new syslogd binary, although I did update the
ZhmStat.c in /afs/sipb/service/logging/src/zephyr/lib/zephyr with the
new version of the code that doesn't use alarm.
