I created a new volume, contrib.sipb-new (after finding the 4/95 request to be
sure it did not already exist as a name I could not guess).  It has the same
acl as the others and a 15 Meg quota. When you are ready we will nuke the old
contirb.sipb (or move it out of the way) and vos rename the new one.
