We probably want to be served by the 4 db servers in the Athena cell,
and maybe bitsy or tick, and maybe the 4 top level volume servers in
the athena cell. Since we aren't using these machine to sync the time
for a lot of other machines, we probably don't need to be servered by
offsite stratum 1 machines.
