ra and rc not running ntpd, rb with bad peers

	There is no version of xntpd installed or running on ra or rc.
In my opinion, this is a bad thing, as it allows the clocks to drift
on database servers.    

	Question: what xntpd should we install.  I assume one built
from the sources in /afs/sipb/service/time, but I am not sure.  I'm
sort of surprised there is not already a SunOS build available.  If
Matt or someone else familiar with this locker either builds xntpd or
gives me a clue dump on the build process, I will be happy to install
xntpd on ra and rc.  I'll also go about setting up configuration files
after talking to one or more of Tom or Matt.

	If someone else would rather deal, that's fine as well.

	Also, while we are at it, rb has old-maeander in its
configuration file as a peer; this should probably be removed.
