just a thought--duplicating install volumes for newtex

I haven't looked at the structure of the locker to see if this
is reasonable, but we might want to consider duplicating the install
volumes for the newtex locker. It's really the only consistent source
of LaTeX 2e on Athena, and is the only stable TeX distribution for
NetBSD. We have enough space that it is probably reasonable.
If anyone objects strongly, or has advice to offer on how
similar situations have been handled in the past, let me know. I
certainly won't do anything until the current problems are resolved,
and do not plan on acting until next week at the earliest.
