The latest version of emTeX in the betatest directory doesn't require
you to install the '92 (released) version beforehand.  It also
includes LaTeX2e and TeX 3.14 (the final version of TeX), and a very
zippy PM dvi previewer.

The readme files there are very complete and are written with a
clarity of english expression peculiar to Germans...   All the info
you need is there.
