I'm sure they count a copy as "sold" for each DOS, Windows, or OS/2 upgrade, in addition to someone just buying a copy outright. This is what everyone else does, too; Microsoft's claims over 16 gazillion copies of Windows 3.1 being sold is certainly almost entirely automatic upgrades of Windows 3.0..
