I don't agree with the ratings either, but on the other hand, Windows 3.1 came out of the box ready to support my Orchid Prodesigner II card, a fairly popular one, whereas OS/2 did not. I can grab drivers from the network, it's true, and there's one now, but for Joe Random User out there who doesn't check comp.binaries.os2, they don't have it.
