How do I get my hand on the loaddskf.exe program?

I don't have a CD-Rom drive and I am not familiar with disk image, so please
help me clearify a few things here. I assume, in order to get ther service pack
home I need to:
1 Get the 21 dsk files home by either doswrite them onto a floppy
or download it via modem.
2 Expand the 21 files using loaddskf.exe onto 21 floppies.
3 Installl using the floppies.
How can I get the loaddskf.exe program in the servpak directory to my home
computer? So far this file has refused to be copied to a floppy on an Athena
workstation or downleaded via modem.
