Given that ICANN [probably] won't be doing things like (eg) funding Cuba's
state-run proxies and content filters, I'd say ICANN.
But the amount of the tax isn't the real issue in that sentence. Making me
underwrite Cuban oppression is.
Sorry, I know this stuff comes as a shock to BBC types.
