I have a mailing list with over 1600 members and between 10 to 20 messages
per day. Can I get a flat rate monthly account and run my mailing list on
your server at no extra charge?

If not, then why shouldn't the pricing structure that applies to mailing
lists also apply to regular users.

Of course they will just use you to inject the message into the net and
bounce it off of some other mail server with 2000 addresses in the Bcc: 
header :-(
