Try 212-437 or 212-791
That is a the NPA-NXX of two Verizon office phones in the New York Telephone
Building at 140 West Street.
I'm assuming a phone in the building would be switched by that facility?

The LERG - Local Exchange Routing Guide - has all this information. Any CLEC
or ILEC will have access to the database -or- you can buy it from
Telecordia.
