I'm sorry, Mr. Heart Attack victim, but the PUC has just ruled that you
can't die. We have no idea how to keep you alive, but the taxpayers are
going to spare no expense in attempting to prolong your agony for the
next 30 days in order to prevent less than 1% of them from suffering
the difficulties imposed by your not giving them 30 days notice of your
impending heart attack.
