A moderately well-known lurker has asked me to post this into the=20
discussion:
NOC crew are 'utility' personnel, like power control guys; in a natural
emergency you might get stuck with two shifts of people in the
building; this requires a) that you have a place to put them, and b)
that you have policies that take care, in advance, of those employees'
personal needs (family evac, boarding up, etc). These guys are
expensive; if you want their full attention during the hurricane, you
better make sure you have $8 an hour flunkies out helping their wife.
Oh yeah; emergency sustenance supplies in the NOC, too.
