There are ways to dial 800 numbers from
outside the USA, you need to pay LD/INTL to the US,
but it's free from there...
There is some info on my noc page
http://puck.nether.net/netops/nocs.cgi that should work (see the very
end of the page) for dialing these 800#'s.
