By comparing competing claims, I think I've decifered the "tier" system:
Tier 1 is the claimant's marketing department.
Tier 2 is the claimant's customers and the claimant's competitors.
Tier 3 is the claimant's customer customers, competitors' customers, and
customers' competitors.
