I have no great love for NSI, however that statement is simply untrue. 

A mention of the problem was made on the DOMAIN-POLICY@LISTS.INTERNIC.NET
list several days ago by Chuck Gomes, a representitive of NSI. The
DOMAIN-POLICY list is an open list and not restricted to Premier Partners.
