The consequences of injecting BGP data that are invalid
are that BGP peers stop peering.
At many different levels, the ISP industry requires consistent
cooperation among ISPs. Spam is one that is actually fairly
loosely enforced between providers, right now, compared to any
number of other policy and technical issues...
