You have lost instantly, because you insisted on 32:1, which
makes expensive PON even more expensive.

It's stupid to insist on 32:1 to have 6 trunk fibers and 31 drop
fibers within a cable for 192 subscribers, because with 8:1, you
only need 24 trunk fibers and 7 drop fibers.

Your theory is not consistent with the reality.
