We also got email notifications about 'emergency maintenance' on our
Qwest circuits, from their notice:

Reason For Maintenance:  EMERGENCY MAINTENANCE TO IMPLEMENT A SOFTWARE=20
                            PATCH FOR NETWORK RELIABILITY

Sure sounds like it's all related to the Juniper advisory to me.
