Ah!
So, the instructions are wrong; instead of saying
"1. Enter the start prefix (i.e. 2001:db8::/32)."
it should say
"1. Enter the start prefix (i.e. 2001:db8::/40)."
since the example is talking about allocating /40's for downstreams.
