JERUSALEM Prime Minister Benjamin Netanyahu's government has made two overtures to
West Bank settlers in the run-up to his party's leadership race on
Tuesday: It's offering financial incentives to encourage people to move to settlements
and opening the door to legalizing rogue settler outposts. The gestures appear to
be aimed at appeasing hardline elements in the ruling Likud Party who
are sympathetic to settlers. While Netanyahu is expected to win the leadership
race, a relatively strong showing by his ultranationalist rival would suggest many
Likud voters consider the prime minister too soft on peacemaking with the
Palestinians. The moves threatened to derail tentative new peace efforts with the Palestinians.
A round of low-level peace negotiations hosted by Jordan ground to a
halt last week, in large part because of Palestinian objections to Israeli
settlement construction. Those talks are sponsored by the "Quartet" of international Mideast mediators
-- the U.
Korea has repeatedly pressed for the resumption of those nuclear talks, but
Washington and Seoul have said Pyongyang must first follow through on previous
nuclear commitments.Campbell urged China, North Korea's only major economic and political backer,
to share more of its plans concerning North Korea with Washington and
Seoul.Japan's Tokyo Shimbun newspaper, citing unidentified sources, reported this week that China
decided to provide 500,000 tons of food and 250,000 tons of oil
to North Korea in a move meant to help stabilize Kim Jong
Un's leadership.Campbell said the United States believes Chinese officials have "taken steps
to underscore their commitment to the transition in power in North Korea.
Those steps might include further provision of assistance, given the circumstances in
North Korea." He didn't elaborate.North Korea regularly criticizes South Korean President Lee
Myung-bak and says it won't work with him. South Korea has cut

<font style="color: #FCFCFC">"Many Afghans are already bracing themselves for an eventual return of the
Taliban."However, Cummings added, "It's important that this context be understood and extremely
important not to draw conclusions based on the Taliban comments."The report, sent
to NATO leaders last month, was based on information gained from more
than 20,000 interrogations of several thousand Taliban and Al Qaeda detainees at
the Bagram base.It also details the strong links between the Taliban and
Pakistan -- especially its Inter-Services Intelligence (ISI) spy agency, according to newspaper
report."The government of Pakistan remains intimately involved with the Taliban. ISI is
thoroughly aware of Taliban activities and the whereabouts of all senior Taliban
personnel. Senior Taliban leaders meet regularly with ISI personnel, who advise on
strategy and relay any pertinent concerns of the government of Pakistan," the
report read."ISI officers tout the need for continued jihad [holy war] and
rich said if elected, he would abolish all White House czars by
executive order on his first day, as well as authorize the Canada-to-Texas
Keystone pipeline which the Obama administration so far has held up.Santorum and
Paul kept a positive outlook, with neither candidate showing an inclination to
bow out. Both candidates had largely ignored Florida, letting Romney and Gingrich
duke it out while they pressed ahead in other states."I think you're
going to see conservatives start to coalesce around us," Santorum told Fox
News. "If you don't like the state of the race today, just
wait until next week."Paul told an enthusiastic crowd in Nevada that he's
winning the "hearts and minds" of voters. "We've only gotten started," he
said.Florida's primary is the most valuable so far in pure numbers. With
the awarding of Florida's 50 delegates, Romney will have 87 delegates nationally,
compared with 26 for Gingrich. Santorum will remain at 14 delegates and
Paul stands wi
e attacking each other on personal stuff, that's gonna get this nomination
won," the former Pennsylvania senator told Fox News, speaking from Sioux Falls,
S.D., where he held a quick event after being in Laverne, Minn.,
the night before.Minnesota holds its primary next week and will award 40
delegates. Missouri has a primary next week but its 52 delegates aren't
selected until caucuses in a month. Nevada has its caucuses this weekend
and 28 delegates to allocate. Colorado's caucuses, which award 36 delegates, are
next week.By all accounts, even if Romney were to seal the deal
optically with a victory in Florida, he won't win 1,144 delegates --
50 percent plus one -- to secure the nomination until at least
April.Santorum noted that Tuesday's vote in Florida is only the fourth of
more than 50 to be had, if one's counting the four U.S.
territories, which have nine delegates each. He said all of them will
have delegates to designate to the national convention in
