This is just plain wrong. As pointed out before, Article III Section 4
does not apply: Rhett did _not_ go around, giving out $10 bills in his
campaign. Those $5000 do _not_ constitute his campaign material.
Instead, he made promises of what he would do if he gets elected, _one_
of which was giving people $10 from a general fund (most of which would
probably be donated to charity anyway). Such things are done in
elections all the time: president promises tax cuts, Yoon&Vigil promise
to increase funding for social events (as if I cared), etc.
Giving $10 to people and letting them decide if they want to donate it
to charity is hell a lot better than paying for yet another
let's-get-some-free-food study break.
