What if Rhett never distributed the $10? Would he still be in violation of the rules? If not, then you can't take any action until he actually goes through with his plan, because that would be assuming he's not lying, which he could be. (I don't think he is, but that doesn't change anything.)
To take any sort of action on this, it's clear that the Election "Rules" Board will have to violate the UA constitution, whereas the Creighton ticket does not. Systems fall apart when people don't play by the rules, and if you go through with this power-mongering the integrity of the UA elections will be heavily compromised--much more so than if Rhett wins and distributes his cash.
